An experienced and respected entrepreneur in the local and international business environment, Teofil Mureșan is a graduate of the Faculty of Electrical Engineering, class of 1989, from the Technical University of Cluj-Napoca. Within the same University, Mr. Mureșan also obtained his PhD in electrical engineering and worked for 8 years as an Associate Professor in the Electrical Engineering Department.
Continuous collaborator of UTCN, Mr. Mureșan participated in various projects, including obtaining a joint UTCN – Electrogrup Patent, a partnership to establish in Cluj-Napoca the first Executive MBA program in Romania with British curriculum, together with Hull University in United Kingdom. Mr. Mureșan is also a member of various scientific committees.
At the same time, Mr. Mureșan has constantly invested in his personal education, so that, in addition to his PhD in Electrical Engineering at UTCN, Mr. Mureșan holds a Sloan MSc in Leadership and Strategy from the renowned London Business School and is a graduate of the Executive OPM Program at Harvard Business School.
In addition to his management role within the E-INFRA Group, Mr. Mureșan is a member of Boards of Directors of several companies and non-profit organizations. Furthermore, Mr. Mureșan believes that education is a catalyst for change that led him to become actively involved in many educational initiatives.
Mr. Mureșan began his career as an engineer at the Local Energy Dispatcher in Cluj and soon became a Dispatcher within the National Energy Dispatcher.
1997 is the year in which he took the step towards entrepreneurship by founding the first company now part of E-INFRA Group: Electrogrup, an infrastructure construction company initially providing, among other, services in energy and telecom infrastructure to large telecom operators in Romania.
Teofil Mureșan played an essential role in the development of Electrogrup from his position as founder and CEO for over 18 years, the company expanding its services portfolio, becoming one of the most important builders of energy infrastructure, telecommunications and civil engineering in Romania. Since 2013, Mr. Mureșan has taken the Electrogrup business abroad, carrying out important construction and telecom infrastructure projects in several European countries, such as Germany, Poland, Belgium, or the Netherlands.
Teofil Mureșan understood the important synergies between telecom, energy, and civil engineering industries, therefore in 2007 he consolidated the E-INFRA Group by founding Direct One, a company that today has the largest neutral long-distance national fiber optic network; Nova Power & Gas, a supplier and distributor of electricity and natural gas has been soon after added to E-INFRA portfolio. At the same time, in 2010, together with a German partner, Mr. Mureșan founded WESEE, a joint venture company active in wind energy infrastructure sector, and in 2017 he acquired Netcity, the project company that develops and operates through a strategic partnership with the City Hall the entire metropolitan fiber optic infrastructure in Bucharest.
Previously to his position in the Board, Marian coordinated the group’s telecom activities. He was previously the Chairman & CEO of Direct One from August 2008 until July 2017, where he supervised the transition of the fiber optic network owned by Electrogrup into a full-blown commercial enterprise, increasing the number of contracts for lit services and dark-fiber. In addition, he supervised the launch of the first content delivery network, with online multi-screen and multi-platform capabilities on Direct One’s backbone network.
He is an experienced telecom professional with 21 years industry experience. Prior to Direct One, he was the Deputy CTO, Network Senior Director and member of the Executive Council and Strategic Review Committee of Vodafone Romania. During his 11 years with Vodafone’s local subsidiary, he was responsible for managing the company’s network infrastructure and services platforms, overseeing an annual budget of over €300m and coordinating more than 330 professionals. During this time, Marian also assisted Vodafone’s local acquisition of Connex and helped with the integration following the transaction.
Prior to Vodafone he worked for Ericsson Romania. Separately, from 2012 to 2013 he was the Chairman of the Board of Posta Romana, the state-owned postal services organization, the largest employer in the country, with over 30,000 employees.
Marian holds a Master of Science in Telecommunications from the Technical Military Academy and an Executive MBA from Asebuss / Kennesaw University.
Simion is a founding member of the Group and oversees the civil infrastructure projects. He joined his brother, Teofil, in 1997 and has been supporting the development and growth of the Group in various capacities from the Electrogrup offices in Cluj. In the past 10 years Simion had an essential contribution in the Group’s international expansion, with activities in Poland, Russia, Germany and United Kingdom.
Executive Leadership
Gianina Pelea, CEO of E-INFRA Group, has 20 years of diversified professional experience, with a focus on developing and implementing business strategies. Throughout her career she has contributed to the development of innovative projects in key areas such as telecommunications and energy.
She holds an MBA degree in Business Management and Administration, and an Executive MBA at Imperial College Business School in London. Prior to E-INFRA, Gianina coordinated major projects in telecommunications, energy and regulation at KPMG Advisory Romania, while also gaining experience in European organizations such as BEREC and ANCOM.
Gianina joined the E-INFRA group in 2019, coordinating the commercial strategy of Direct One and Netcity, and subsequently took over the position of CEO of Direct One, significantly contributing to the development of the company. In 2024 she has led Nova Power & Gas as CEO, focusing on innovation and sustainability, and strengthening the company’s position on the energy market.
Today, in the role of CEO of the E-INFRA Group, Gianina leads the integrated vision and strategy of the group, with the objective of sustainable development and long-term performance.
Patricia Luca, Deputy Group CEO & CFO of E-INFRA, has an extensive experience in financial management, business strategy, and organizational transformation, contributing significantly to the group’s growth and consolidation.
She joined E-INFRA in April 2017 as Financing Manager for Direct One and Netcity, and in January 2018 she became Chief Financial Officer (CFO) of both companies. During this period, she played a key role in completing the sale of Netcity’s shares to Meridiam, one of the most important transactions for the group’s telecommunications division.
Later, as CFO of E-INFRA Group, Patricia reshaped the Finance Department by integrating new specialists and strengthening the team’s capacity to deliver comprehensive financial services across all entities within the group.
Today, in her role as Deputy Group CEO & CFO, Patricia oversees the group’s financial operations, defines financing strategies aligned with its development objectives, and ensures fiscal and regulatory compliance. Through her responsibilities as Deputy CEO, she also contributes actively to corporate governance and to shaping the strategic directions for growth and sustainability, having a direct impact on the group’s long-term performance and evolution.
Andrei Mureșan, Deputy Group CEO of E-INFRA, has a valuable experience gained within the group, where he contributed to the development and consolidation of strategic projects in the infrastructure, energy, and telecommunications sectors.
He joined E-INFRA in 2020 as part of Nova Power & Gas, initially as an Energy & Gas Market Analyst, later becoming Head of Energy Trading, and subsequently Deputy CEO. During this period, he played an important role in developing the company’s trading, supply, and energy production activities.
Between 2024 and 2025, he held the position of Deputy CEO of Electrogrup, before being appointed Deputy Group CEO of E-INFRA, where he supports the teams in expanding and diversifying the project portfolio and improving operational efficiency.
Throughout his career, Andrei has actively contributed to strengthening E-INFRA’s visibility and reputation internationally, fostering collaboration with the global business community and promoting the group’s initiatives.
He holds a Master’s degree in Management from the London Business School, one of the world’s most prestigious business institutions. His international experience and financial expertise provide him with a strong strategic perspective on business development and sustainability.
Septimiu Costea joined the E-INFRA Group in 2008 after graduating from the Faculty of Energy Management and System Technology at the Technical University of Cluj Napoca, starting in the role of Electrical Engineer at Electrogrup. Throughout his career, Septimiu has held positions where he managed the design, construction, and commissioning of various electrical infrastructure projects, including networks, power plants, and installations.
In 2022, Septimiu transitioned to Nova Power and Gas as Technical Director, a role in which he oversaw the development of new investment projects in renewable energy, gas power plants, and gas networks, and also managed the coordination of existing installations for the production and distribution of electrical energy.
Starting from September 2025, Septimiu became the CEO of Nova Power and Gas, expanding his leadership position to encompass both the technical and investment departments at Nova Power and Gas.
Cristian Todea has a solid experience in the field of energy, with a specialization in electricity trading and the development of investments in renewable sources and gas units. His professional career at Nova Power & Gas started in 2021, evolving from the position of Power Trader to management roles in the trading area and subsequently to the position of Deputy CEO.
Over time, Cristian contributed to the development of the company’s commercial and financial strategies, has led the commercial management of Nova’s BESS assets, coordinated expansion projects in European markets and was actively involved in negotiations with financial institutions and strategic partners.
He is a graduate of Warwick Business School – University of Warwick, with a degree in Accounting and Finance, where he was also President of the Warwick Trading.
Through his technical and financial expertise, Cristian supports the consolidation of Nova Power & Gas’ position on energy markets and the development of sustainable projects, aligned to the energy transition objective.
With over 20 years of experience in coordinating multidisciplinary programs and complex projects in Power Generation and Oil and Gas industry, Teodor Saru has distinguished himself through his expertise in strategic and operational management.
His professional career covers both project management, international development positions and leadership roles, holding key positions in leading companies such as Rompetrol, Siemens and Christof Industries, where he has developed a solid expertise in integrated project delivery, implementation of innovative technological solutions and the use of renewable energy sources. Under his leadership, the activity of these companies expanded into Central and Eastern European markets, including Hungary, Serbia, Bulgaria and Croatia.
Since 2023, he has joined Electrogrup, part of the E-INFRA Group, initially as Chief Operations Officer, and since 2025 he has taken over the role of CEO, bringing a vision oriented towards innovation and sustainable development.
He holds a degree in Electronic Engineering from POLITEHNICA University of Bucharest and holds an MBA in Management from INDE. Teodor is also a certified Project Management Professional (PMP), being a significant marker in revealing his skills in project management and performance.
Currently, at Electrogrup, Teodor continues to accelerate the development of the company through a strategic focus on sustainability, technological innovation and regional expansion, distinguished by professionalism and the ability to turn challenges into opportunities for growth and performance.
Cosmin Mazilu has over 17 years of experience in the IT&C industry, having been involved in the development of some of the most complex telecommunications infrastructure projects in Romania.
His career is defined by a solid technical foundation, combined with a strategic vision focused on performance, digitalization, and operational innovation.
He graduated from the Faculty of Electronics and Telecommunications at the Politehnica University of Bucharest and holds a Master’s degree in Telecommunications Services and Networks Management.
Cosmin joined the Direct One team more than 13 years ago, during which time he has held several key roles in the development of the national fiber optic infrastructure and high-capacity communications solutions.
In February 2019, he was appointed Chief Technology Officer, coordinating large-scale technology projects and network modernization initiatives. In June 2023, he took on the role of CEO of Direct One, consolidating the company’s growth and innovation directions within the E-INFRA Group.
Since April 2025, Cosmin has also been serving as CEO of WESEE, a company specialized in maintenance services and wind turbine installations. In this dual capacity, he supports the development of initiatives that leverage the complementarity between digital and energy infrastructures, in line with the group’s growth strategy.
Adrian Racasan joined Netcity in 2012 and has been Chief Executive Officer of Netcity since 2016, having previously held the positions of Deputy CEO and Chief Technology Officer. Adrian Racasan has over 15 years of experience in the IT & C industry, including over 10 years in senior management positions at renowned industry players such as UPC Romania and Astral Telecom. He holds a bachelor’s degree in Computer & Systems and an MBA degree from BBS / CNAM Paris.
In 2019, Adrian Racasan also held the position of CEO at Direct One, covering the entire telecom infrastructure portfolio of the group.
Adrian Giurgiuman is a professional with an extensive experience, over 20 years, in key areas of infrastructure, from telecommunications to energy, with a career built within important companies in the E-INFRA group.
He started his activity in 2000 as a telecommunications engineer, and from 2003 he joined the E-INFRA Group, first at Electrogrup, where he held key management roles, from the coordination of the optical fiber division to the position of Chief Operations Officer.
Later, in 2020–2025, he was Investment Manager at Nova Power & Gas, contributing to the development and implementation of strategic energy projects.
Currently, he holds the position of Development Director of E-INFRA, having as objective the consolidation and expansion of the infrastructure and energy projects of the Group.
Adrian Giurgiuman is a graduate of the Technical University of Cluj-Napoca, where he obtained a bachelor’s degree in engineering.
Innovation, his practical spirit and the ability to coordinate complex teams define Adrian as a pillar of E-INFRA development, contributing to the long-term growth and success of the company. Through extensive experience, Adrian supports the sustainable development of the company and the implementation of reference projects for the infrastructure in Romania.
With over 20 years of experience in IT, Costel Ștefan is a seasoned leader specialized in digital transformation and IT management. Throughout his career, he has held leadership positions in renowned companies in various industries including IT, telecommunications, banking, BPO, media and consulting.
Ștefan graduated from the Academy of Economic Studies in Bucharest, where he majored in Computer Science, followed by a Master in E-Business. He then deepened his knowledge of strategic management through an MBA INDE – CNAM Paris.
As Chief Information Officer at E-INFRA, starting August 2024, Ștefan continues the development and implementation of the organization’s IT strategy, with a particular focus on digitalization projects, thus contributing to the creation of a modern and efficient infrastructure aligned with the group’s strategic vision.
With nearly 20 years of experience in strategic communication, marketing, and reputation management, Ruxanda Stancu is the PR, Communication and Marketing Director of the E-INFRA Group, where she leads the group-wide integrated communication and marketing strategy, with impact in both the corporate and commercial areas.
Prior to this role, she coordinated complex communication and marketing projects for companies across various industries and top brands, developing integrated campaigns, positioning strategies, and reputation programs with national and international impact.
Alexandra Radu, Group General Counsel at E-INFRA, leads the Group’s legal strategy, playing a key role in strengthening corporate governance, ensuring compliance, and supporting the sustainable growth of the business. With over two decades of experience in the legal field, she is recognized for her expertise in commercial law, mergers and acquisitions, company law, and competition law.
Throughout her career, Alexandra has been involved in some of the most complex multi-jurisdictional transactions across Eastern Europe and beyond, providing strategic legal advice on projects with significant impact on both local and regional markets. Prior to joining E-INFRA in 2021—initially as Deputy General Counsel—Alexandra was a partner in prestigious law firms, where she led high-profile legal teams and transactions.
Alexandra holds a law degree from the University of Bucharest, where she also completed a master’s program in Business Law, further deepening her expertise in the legal aspects of the business environment.
Through her strategic mindset and deep legal knowledge, Alexandra plays a critical role in ensuring a robust legal and compliance framework for E-INFRA’s business, actively contributing to the Group’s long-term legal security and success.
Mihaela Scurtu has more than 18 years of experience in the field of human resources and brings valuable expertise in recruitment, training and organizational development, accumulated in multinational companies in sectors such as Automotive, IT, Consulting and BPO.
Throughout her career, Mihaela has coordinated national and international teams and implemented strategic projects of transformation, optimization and alignment of HR processes with business objectives.
She graduated from the Faculty of Letters at the University of Pitesti, specializing in Romanian-English, and has attended multiple international professional development programs in leadership, training and HR strategy (such as coaching, leadership, training and organizational culture development programs).
As HR Director of E-INFRA, Mihaela actively contributes to the creation of a collaborative and performance-oriented work environment, to the optimization of recruitment processes and supports the development of a strong organizational culture aligned with the Group’s objectives.
